A woman in Spain has been fined €800 after posting a photograph to her Facebook account of a police vehicle parked in space reserved for disabled/handicapped drivers. She was located and fined within two days of posting the photograph. The incident has now gained international attention.

The woman, who has not been named, saw the police vehicle parked in a reserved spot in Petrer and snapped a photo. She posted the photo with the caption: “Park where you bloody well please and you won’t even be fined.”^{((es))Spanish Language: Aparcas donde te sale de los cojones y encima no te multan…}

Fernando Portillo, a local police spokesperson, told local media the vehicle was parked there because police were responding to an emergency. After the story was reported on a local news website, it began to be reported internationally.

On July 1, the “Citizens’ Security law” went into effect. The law was written in response to violent protests. Even before its enactment it saw widespread criticism. It was dubbed the “gag law”^{((es))Spanish language: ley mordaza} or the “gagging law”. The law prohibits “the unauthorized use of images of police officers that might jeopardize their or their family’s safety or that of protected facilities or police operations”^{((es))Spanish language: El uso no autorizado de imágenes o datos personales o profesionales de autoridades o miembros de las Fuerzas y Cuerpos de Seguridad que pueda poner en peligro la seguridad personal o familiar de los agentes, de las instalaciones protegidas o en riesgo el éxito de una operación}.

Judge Joaquim Bosch, Judges for Democracy spokesperson, said: “It is not a law for citizens’ security, but a law for the government to avoid citizens’ protests. All opinion polls indicate that the Spanish society is not at all preoccupied by security but by the economic situation and political corruption.”

Amnesty International condemned the law in a report: “With threats of fines or threats of being beaten, the government is trying to stigmatize and criminalize people who are just practicing their rights.” Virginia Álvarez, who wrote the report, noted, “instead of listening to their demands, instead of starting a dialogue, authorities are doing everything they can to impede people from protesting”.

The part of the law which prohibits “the unauthorized use of images of police officers that might jeopardize their or their family’s safety” is cited as the reason for the fine, however, police spokesperson Fernando Portillo said it was up to police officers involved and under the new law they could do this. “We would have preferred a different solution but they have the legal right to impose the fine,” Portillo said, but the public posting of the photo impugned the officers’ sense of honor.

Israel has purchased two more Dolphin class submarines which have the capacity to carry nuclear warheads. Israel already has three older nuclear weapons-capable Dolphin submarines but the new Dolphins have propulsion systems that allow them to remain submerged for longer periods of time, according to the Jerusalem Post, making it harder for them to be tracked by satellite. Experts view the purchase as a clear signal to Iran that Israel can retaliate if subjected to a nuclear attack.

“The Iranians would be very foolish if they attacked Israel,” said Paul Beaver, a British based defence analyst, speaking to the Washington Post. According to Beaver, the submarines would provide Israel with both first strike and second strike capability.

Israel already has land-based nuclear-capable ballistic missiles in the form of the Jericho I and II missiles.

German officials confirm that the contracts for the new submarines was signed July 6. The Jerusalem Post reports that they will be operational shortly.

Israel has never confirmed nor denied that it has nuclear weapons but is believed to have the world’s sixth largest stockpile of the devices, with most outside estimates putting their stockpile in the low hundreds. Israel’s possession of nuclear arms has often been a locus of bitter controversy in the Middle East, especially among countries who believe that the world community, and especially the United States, is hypocritical in its tolerance of Israeli nuclear arms while decrying the efforts of other Middle Eastern nations to develop their own nuclear capabilities.

Meanwhile, the Jerusalem Post reports there is a growing mood among Israel’s defence establishment that the country will have to act independently to stop Iran from obtaining nuclear weapons as the United States is unlikely to do so.

“America is stuck in Iraq and cannot go after Iran militarily right now,” according to an unnamed official quoted by the paper.

A report by the US House of Representatives’ Intelligence Committee released on Wednesday asserts that if Iran arms itself with nuclear weapons, Israel would be pressed to respond militarily. “A nuclear armed Iran would likely exacerbate regional tensions. Israel would find it hard to live with a nuclear armed Iran and could take military action against Iranian nuclear facilities,” the report states. Iran has continually maintained that it seeks only to develop nuclear technology for the production of electrical power, though this has been disputed by many nations.

David Vitter, a Republican United States Senator from Louisiana, has earmarked US$100,000 for Louisiana Family Forum (LFF), a conservative creationist organization. Vitter put the earmark into the labor, health and education financing bill for fiscal year 2008. The bill specifies the Louisiana Family Forum received the money “to develop a plan to promote better science education.”

Vitter has close ties to the LFF through Dan Richey, a former politician and the group’s grass-roots coordinator, who received $17,250 as a consultant in Vitter’s 2004 Senate race. Also Vitter’s campaign paid Beryl Amedee who is the education resource council chairwoman for the Louisiana Family Forum.

As part of the Louisiana Family Forum efforts to “combat” the teaching of evolution, the group included Kent Hovind‘s “Battle Plan” on its website. Hovind, whose education from the non-accredited Patriot Bible University is widely considered to be a diploma mill, is currently serving a ten year prison sentence for tax evasion and obstructing federal agents.

In a written statement Vitter explained, “This program helps supplement and support educators and school systems that would like to offer all of the explanations in the study of controversial science topics such as global warming and the life sciences.” However, reporter James Gill poked fun at Vitter’s admission of using the services of Pamela Martin and Associates, a prostitution service ran by Deborah Jeane Palfrey, and his recent creationist earmark. “We were better off when Vitter, in between homilies on the sanctity of marriage, was blowing his own money on prostitutes. At least the kids were safe,” Gill wrote. He continued, “They will not be if the Louisiana Family Forum gets its way.”

An exceptionally rare coin, which had been hidden in a family collection for over a century, sold at Heritage Auction Galleries Californian Coin Auction for US$345,000.

The 1856-O Double Eagle gold coin, rated as XF45+ (XF meaning Extremely Fine) was discovered in July 2010, having been held by a family after it had been held in the James Bullock collection. Given a value in the auctioneer’s catalogue of $220,000, it quickly rose past that with the help of the 5,000 bidders Heritage say were involved in the auction.

The coin is believed to be one of 20 or fewer examples available commercially. Two are in the Smithsonian Museum.

The President of Heritage Auctions, Greg Rohan, said, “We were all quite impressed overall with how these coins performed”. He continued, “Collectors continue to respond enthusiastically to the best and rarest examples, as evidenced by the heated competition for the Bullock 1856-O double eagle. We don’t expect to see a drop-off in gold demand as the year comes to a close and we hold our last few auctions of 2010.”

Overall, Heritage said that a $13.4 million total was achieved with 96% of lots sold.

Due to the damage by Hurricane Katrina and subsequent flooding, a number of colleges and universities in the New Orleans metropolitan area will not be able to hold classes for the fall 2005 semester. It is estimated that 75,000 to 100,000 students have been displaced. [1]. In response, institutions across the United States and Canada are offering late registration for displaced students so that their academic progress is not unduly delayed. Some are offering free or reduced admission to displaced students. At some universities, especially state universities, this offer is limited to residents of the area.

Turkey’s Finance Ministry has given Google a tax demand of $18.6 million, and Transport and Communications Minister Binali Y?ld?r?m called on Google to register as a taxpayer in the country to “help accelerate” the lifting of a ban on YouTube and Google services.

As The Register reported, access to search engine Google had been limited due to a block imposed on its IP set, and most of Google’s online services had been inaccessible in Turkey since June 4. The IP addresses were shared between YouTube and other Google services. As International Business Times reports, YouTube has been banned in Turkey since 2008.

Accoring to HaberTurk, which is the Turkish version of Bloomberg, Yildirim said that “YouTube is a tax-payer in 20 countries, and we want them to do the same in Turkey.” Turkey’s Finance Ministry has given Google a tax demand of $18.6 million. Y?ld?r?m called on Google to register as a taxpayer in the country, and he said that it is a step that “would help accelerate the lifting of a ban on the company’s Youtube video-sharing website.”

Reporters Without Borders condemned “the growing repercussions of Turkey’s censorship of YouTube” and quoted Turkey’s President Abdullah Gul as saying “I do not want Turkey to be included among the countries that ban YouTube and prevent access to Google.”

Several internet sites have recently been banned in Turkey. The Register reports that 3,700 websites are “blocked for arbitrary and political reasons” in Turkey, including foreign websites, sites aimed at the country’s Kurdish minority, and gay sites according to The Organisation for Security and Cooperation in Europe (OSCE). Reporters Without Borders added Turkey to the list of “countries under surveillance” in its report on “Enemies of the Internet,” issued March 2010.
