IRA disbands military structure

The Independent Monitoring Commission has reported that the Provisional Irish Republican Army has undergone major changes within their military structure and shows that the IRA Army Council wants to put its military campaign behind it. The Commission consists of John Alderdice, a former Alliance Party leader; Joe Brosnan, former Secretary General of the Department of Justice, Republic of Ireland; John Grieve, former Deputy Assistant Commissioner of the Metropolitan Police and former head of the Metropolitan Police Anti-Terror Branch; and Dick Kerr, former Deputy Director of Central Intelligence Agency.

The report states the IRA no longer has the capacity to mount a military campaign anymore or return to one. The units that have been shut down were responsible for weapons-making, arms smuggling and training. The IRA decommissioned their arms last year.

The report also mentions that the IRA has also put its criminality beyond use and is “clamping down” on criminals within the organization, said Lord Alderdice, as he presented the report. He also added, “That doesn’t mean that criminal activity by all members has stopped but the leadership has made public statements and internal directions, investigated incidents of breach of the policy, even expelled some members and has emphasised the importance of ensuring that business affairs are conducted in a legitimate way.”

Finally, the report added that there is not enough evidence or intelligence to identify who killed Denis Donaldson, a British spy who infiltrated the IRA and Sinn Fein, before revealing his status as a spy.

However, the report added that splinter groups like the Real IRA (RIRA) and Continuity IRA (CIRA) are still threats and are still continuing their activity. The Real IRA was the group behind the deadly 1998 Omagh bombing. The Irish National Liberation Army (INLA) “was not capable of undertaking a sustained campaign [against the British State], nor does it aspire to” according to the report.

It is also noted the creation of two new organizations, Oglaigh na hEireann (Irish Gaelic for “Volunteers of Ireland” and is used by the Irish Defence Forces and the various IRAs.) and the Republican Defence Army. However, the groups are small dissident factions according to the report.

The report also added that the two loyalist paramilitaries, the Ulster Defence Association (UDA) and the Ulster Volunteer Force (UVF) are also beginning to move from violence but at slower pace and not at a grassroots level like the IRA. Another loyalist paramilitary, the Loyalist Volunteer Force

The report was received warmly by Irish Toaiseach Bertie Ahern and British Prime Minister Tony Blair. Ahern, said “These positive and clear-cut findings are of the utmost importance and significance. It is time to make decisions and for Northern Ireland to look to the future.”

“The IRA has done what we asked it to do, and while issues like policing remain to be solved, the door is now open to a final settlement, which is why the talks next week in Scotland are going to be so important.” said Tony Blair in a live statement.

In a surprising reaction, the notoriously hardline leader of the Democratic Unionist Party, Ian Paisley, also welcomed the report. He believes that his party’s pressure is working and if Sinn Fein signs up to policing there could be a deal. Paisley said, “If the police question is settled absolutely on a democratic basis and principle we would have come a long way along the road.”

Sinn Fein leader Gerry Adams said “The DUP don’t have anything other than very limited options. They will or will not participate in power-sharing arrangements. If they don’t participate they are condemning people here, but particularly their own constituents, to second class public services, run by second class fly-in, fly-out British ministers. All the DUP can do is to delay, is to attempt to slow down, but they can’t stop the process of changing.”

ACLU President Strossen on religion, drugs, guns and impeaching George Bush

There are few organizations in the United States that elicit a stronger emotional response than the American Civil Liberties Union, whose stated goal is “to defend and preserve the individual rights and liberties guaranteed to every person in this country by the Constitution and laws of the United States”. Those people include gays, Nazis, women seeking abortion, gun owners, SPAM mailers and drug users. People who are often not popular with various segments of the public. The ACLU’s philosophy is not that it agrees or disagrees with any of these people and the choices that they make, but that they have personal liberties that must not be trampled upon.

In Wikinews reporter David Shankbone’s interview with the President of the ACLU, Nadine Strossen, he wanted to cover some basic ground on the ACLU’s beliefs. Perhaps the area where they are most misunderstood or have their beliefs most misrepresented is their feelings about religion in the public sphere. The ACLU categorically does not want to see religion disappear from schools or in the public forum; but they do not want to see government advocacy of any particular religion. Thus, former Alabama Chief Justice Roy Moore’s placement of a ten ton monument to the Ten Commandments outside the courthouse is strenuously opposed; but “Lone Ranger of the Manger” Rita Warren’s placement of nativity scenes in public parks is vigorously defended. In the interview, Strossen talks about how certain politicians and televangelists purposefully misstate the law and the ACLU’s work in order to raise funds for their campaigns.

David Shankbone’s discussion with Strossen touches upon many of the ACLU’s hot button issues: religion, Second Amendment rights, drug liberalization, “partial-birth abortion” and whether or not George W. Bush should be impeached. It may surprise the reader that many ideas people have about the most visible of America’s civil libertarian organizations are not factually correct and that the ACLU often works closely with many of the organizations people think despise its existence.

Cadillac unveils Obama’s ‘Beast’, the 2009 Presidential State Car

The US Secret Service has released the first photos Wednesday of the new presidential limousine that will transport Barack Obama down Pennsylvania Avenue next Tuesday as part of the 56th Presidential inaugural parade after he is sworn in at the Capitol. The First Limo – the 2009 Cadillac Presidential Limousine – will replace President Bush’s Cadillac DTS Presidential Limousine that rolled out in 2004.

Nicknamed “The Beast”, the hulking machine is a new model year 2009, modified limousine. According to General Motors, the new “2009 Cadillac Presidential Limousine” is the first not to carry a specific model name. The Obama Mobile was introduced on January 14 with noticeably different styling borrowed from the Cadillac Escalade and STS, while the suspension is most likely related to the Chevrolet Kodiak medium-duty truck.

Mr. David Caldwell of General Motors has revealed that the sleek black car would include a hand-crafted interior and “state of the art electronics.” The car’s high-tech security features include five-inch-thick (12.7-centimeter-thick) bombproof glass, tough-as-nails tires, and a sealed interior that’s invulnerable to chemical attack. The armoured limousine has been heavily modified to withstand potential attacks by weapons or bombs. The San Francisco Chronicle puts it in a proper perspective noting, “a half-inch of transparent armor is enough to stop a .44 Magnum round at point-blank range; at a thickness of 1 1/4 to 1 1/2 inches, the same material can withstand higher-velocity bullets fired from military assault rifles.”

According to spy photographer, Brenda Priddy, and General Motors, the limousine, which has the intricate, dual-textured grille, is also equipped with standard Goodyear Regional RHS truck tires in a 285/70R19.5 size, on 19.5-inch wheels. The rims have a run-flat device (manufactured by Hutchinson Industries). Xenon headlights from the Escalade are installed in the front, while the rear has some STS part. The doors are at least 20 centimeters (8 inches) thick. It carries the US flag on the front fenders and an embroidered Seal of the President of the United States is affixed to several panels in the back.

According to the US Secret Service, the vehicle would be a “valuable asset” in providing the President with the highest level of protection. “Although many of the vehicle’s security enhancements cannot be discussed, it is safe to say that this car’s security and coded communications systems make it the most technologically advanced protection vehicle in the world,” Nicholas Trotta, Assistant Director for the Office of Protective Operations said in a statement. The new limousine is the responsibility of White House Transportation Agency.

The Presidential State Car is the official state car used by the President of the United States. It is informally known as “Cadillac One”. The current Presidential State Car is a 2005 hand-crafted, armored, and stretched DTS (DeVille Touring Sedan) built on a GM four-wheel drive platform. It was first used on the second inauguration parade of George W. Bush in 2005. But the version to be used by President Obama uses a GMC Topkick chassis, while maintaining the Cadillac exterior.

The President of the United States travels in one of two armoured Cadillac limousines based upon the normal sedan, the Cadillac DTS, with heavy customisation. Lincoln cars have also been used in the past, most notably by President John F Kennedy. The current limousines were custom-built by O’Gara, Hess and Eisenhart, founded in Fairfield, Ohio in 1942. It specializes in armouring limousines for presidents and heads of state.

President William McKinley was the first US president to ride in an automobile. However, it was President Theodore Roosevelt who rode on the first government-owned car, a white Stanley Steamer. Roosevelt’s successor, William Howard Taft, was the first president to use a presidential state car that was permanently stored in the White House garage.

Meanwhile, Obama’s 2005 Chrysler 300C Hemi was auctioned on eBay with a starting bid of $100,000 and a buy-it-now price of $1,000,000. It has less than 21,000 miles on it and is in like-new condition. He leased the car in 2004 and traded it for a Ford Escape Hybrid in 2007. The car was sold to Tim O’Boyle.

Apollo Moon landings tapes reported missing

 Correction — August 13, 2006 

This article incorrectly reports that magnetic tapes of first moon landing and five other Apollo missions are missing. This is erroneous. Only the magnetic data tapes containing the recorded transmission from the moon’s surface are missing. The data on these tapes includes the original slow-scan TV signals, plus voice and telemetry data of the first Apollo landing. The originally broadcast conversion of the slow-scan recordings of the landing are preserved at the National Archives.

The article also reports the Goddard centre is scheduled to be closed in October. This is incorrect. Only the Data Evaluation Laboratory at the Goddard centre is planned for closure.

The magnetic tapes of the first moon landing that was beamed to the world via three tracking stations and those of other 5 Apollo missions have gone missing. There will be a search for these tapes in the hope that they may be found before they deteriorate.

The missing tapes contain original recordings of five Apollo Moon Landings. Due to the format incompatibility between the Apollo recordings and the commercial TV, the public transmissions were projected onto a screen from which they were filmed using conventional TV cameras which substantially degraded the quality of the picture. These were digitized and can be seen in the Apollo Lunar Surface Journal website, where all the graphic documentation of the Apollo Moon landings is maintained.

The tapes were originally stored at Goddard Space Flight Center, but, without any explanation, were taken to the US National Archives in 1970. A few years after, in 1984, about 700 hundred boxes of tapes were returned to Goddard along with documents stating that the tapes were withdrawn.

“We have the documents to say they were withdrawn, but no one knows exactly where they went,” said John Sarkissian, a CSIRO scientist.

Mr. Sarkissian who has been working at the Parkes Observatory for more than decade, initiated a study about the participation of Australia in the Apollo Mission. He requested the tapes from NASA and they told him the tapes were missing.

“We are working on the assumption they still exist,” Mr Sarkissian said, “Your guess is a good as mine as to where they are.”

“People may have thought ‘we have tapes of the moon walk, we don’t need these’,”

“We want the public to see the way the moon walk was meant to be seen,”

Mr Sarkissian proposes that if the tapes are found that they be digitised and stored.

The Goddard centre, home to the only known piece of equipment that decodes the analogue tapes, is set to be closed in October raising fears that, even if they are found, it might not be possible to decode and copy them.

Only a few people saw the original high-quality broadcast. One of these people is David Cooke, a Parkes control room engineer in 1969.

“I can still see the screen,” Mr Cook, 74, said. “I was amazed, the quality was fairly good.”

Community services are usually started by charity groups, religious organizations and other organizations with a group of people working towards social welfare. But there\’s no law that says individuals cannot. So if you have a desire to help the underprivileged but don\’t know how to go about it, why not start an op shop?

Also called a charity shop or a thrift shop in other countries, op shops not only cater to underprivileged people but citizens from all walks of life. They sell new or used goods at throwaway prices and the profits are donated to charity. Op shops are a big hit with environmentalists who advocate reusing products to reduce human impact on the planet. Customers averse to purchasing goods manufactured in sweat shops are also regular clients.

How to start an op shop

Like all businesses, figuring out the logistics, startup costs, furnishing and manpower must be planned to perfection. There\’s also the rent and overheads to consider. Keep in mind that you\’ll be bound by the same trading laws, security, health and safety rules that apply to standard businesses.

Some states require individuals to register with a charity commission if an op shop is to be set up. Those that don\’t require registration may rule that people intending to conduct fundraising appeals have a license. Statutory obligations also exist. Find out what the rules are in your state before proceeding.

Op shops are exempt from Goods and Services Tax if they meet the following requirements: 1) items are sold in good condition, 2) sale of goods is performed by an endorsed charity and 3) the used goods were acquired by the op shop GST-free under the used goods provision or were donated to the op shop. As with registration, check local laws to see if you qualify for a tax exemption.

Startup costs can be high if the shop is set up in a financial district, is large or sells many goods. So start small and try to stick to a budget. Remember, you\’re catering to people in need, both sellers and beneficiaries of the profits.

Choosing a mixed income area to set up shop is a good idea as you can service more people. You\’ll have to make provisions for people with disabilities (ramps for wheelchairs) as well as comply with health and safety regulations.

Fittings in the form of shelves, racks, display cabinets and a cash register are necessary. They don\’t have to be expensive but tasteful and able to exhibit the goods you want to market.

Security systems like CCTVs and burglar alarms are highly recommended because op shops are seen like any other retail store in the eyes of burglars.

Hire a store manager with experience unless you plan to assume the role. You\’ll also need volunteers to help out. Start with two and increase the number if the shop expands. Volunteers aren\’t paid salaries but you\’ll have to supplement their expenses. Training is necessary to familiarize them with products, stock processing and the aims and objectives of the op shop.

The key to running a successful op shop is to treat customers, irrespective of race and social standing, with respect and courtesy. Volunteers, the store manager and other helpers must be made to understand this. It\’s for charity, after all, not for profit.

Baby in California born with 12 functioning fingers and toes, in a rare case of polydactylism

A six-pound infant born in San Francisco, California has six perfectly formed and functional fingers and toes on his hands and feet, so that it isn’t considered a disability or deformity, say doctors at Saint Luke’s Hospital who were amazed by the oddity.

In a medical rarity, super baby Kamani Hubbard was born two weeks ago with 24 working digits. He is healthy and home with his parents in Daly City, California. Polydactyly, a congenital disorder is not uncommon in humans and animals, including cats, but to happen on both hands and feet is a rare hereditary condition.

“Nurses and doctors, looked so normal they couldn’t tell, they told me he was six pounds in good health, that was all they said,” said Miryoki Gross, Hubbard’s mother. Her baby’s specialness didn’t even show up on prenatal ultrasounds. “I heard nothing before I gave birth so I’m still in shock, kinda,” Gross added. Despite the mother’s shock, Kamani’s father, Kris, was the first to notice the condition.

Polydactyly (from Ancient Greek means ‘?????’ (polus) or “many” + ‘????????’ (daktulos) “finger[s]”), also known as polydactylism, sexdactyly, hexadactyly, or hexadactylism, is a congenital physical disorder consisting of supernumerary fingers or toes.

In Kamani’s case, however, all of the digits are perfectly formed and function or work normally. “I was in amazement, it took a little time for me to take it all in,” said Kris, a postal worker, who has a family history of polydactylism, but none of his relatives can remember it happening on both hands and feet.

Mostly, cases of polydactyly are surgically corrected. Kris himself had nubs of sixth digits, which were removed during his early childhood, for having been non-functional. “My son has six fingers then I saw toes, and I thought, this is quite unique. Some family members have had six fingers, not completely developed. But not the toes,” Kris noted.

“I would be tempted to leave those fingers in place. I realize children would tease each other over the slightest things, and having extra digits on each hand is more than slight. But imagine what sort of a pianist a 12-fingered person would be imagine what sort of a flamenco guitarist, if nothing else think of their typing skills,” Dr. Treece remarked.

“I just want him to see what greatness will be in store for him,” said Kris.

Fully developed and functional extra digits on both hands and feet are considered very rare as a genetic trait in medical history, amid some partial development of an extra digit occurs about twice in every 1,000 white male births. Ordinarily, polydactylism appears as an extra piece of non-functional tissue, typically occurring as an extra finger, sometimes with a bone, but no joint.

“It’s merely an interesting and beautiful variation rather than a worrisome thing,” said Dr. Michael Treece, a St. Luke’s Hospital pediatrician, and the OBGYN who delivered Kamani. He has postaxial polydactyly, which is 10 times more likely to occur in black children, and also more likely to appear in boys.

Goliath, a figure in Old Testament, was depicted as having had six fingers on each hand and six toes on each foot.

Blues guitarist Hound Dog Taylor, Get Carter, Little Tich, Toyotomi Hideyoshi and several other figures in history have had polydactyly. Sid Wilson, a turntablist of Slipknot, had been born with an extra finger and toe on his hands and feet which were removed shortly after his birth as doctors considered them to be dead.
