Kennedy Center names 2007 honors recipients

The Kennedy Center announced that its 30th presentation of the Kennedy Center Honors would go to pianist Leon Fleisher, comedian Steve Martin, singer Diana Ross, director Martin Scorsese and musician Brian Wilson. The Center was opened to the public in 1971 and was envisioned as part of the National Cultural Center Act, which mandated that the independent, privately-funded institution would present a wide variety of both classical and contemporary performances, commission the creation of new artistic works, and undertake a variety of educational missions to increase awareness of the arts.

In a statement, Kennedy Center Chairman Stephen A. Schwarzman said that “with their extraordinary talent, creativity and perseverance, the five 2007 honorees have transformed the way we, as Americans, see, hear and feel the performing arts.”

Fleisher, 79, a member of the Peabody Institute‘s music faculty, is a pianist who lost use of his right hand in 1965 due to a neurological condition. Australian MPs exchange fighting words over healthcare rebate

Fighting words were exchanged in the Australian House of Representatives over the matter of the division of Medicare safety net payments per electorate. He alleged that criticism by the Opposition Health spokeswoman Julia Gillard (Labor, Lalor) that the safety net favoured Liberal/National Party coalition electorates was misleading as it was a Labor electorate, Grayndler that received the “highest safety net benefits per electorate”.

This led Gillard to make a personal explanation after Question Time, stating that “the top four electorates receiving money under the Medicare safety net are Wentworth, North Sydney, Bradfield and Warringah” — all coalition electorates. The Leader of the Opposition, Kim Beazley (Labor, Brand), put a question to the Speaker of the House, David Hawker (Liberal, Wannon) asking of the Speaker his “assurance that no person is being deliberately misled by the actions of any other person”.

Abbott had then interjected towards Beazley, saying “You big bellowing cow”; the Speaker asked Abbott to withdraw, but Abbott mentioned that “the Leader of the Opposition regularly interjects ‘pompous ass’ and ‘goose’, but I am happy to withdraw”. Beazley then responded through the Speaker saying of Abbott, “I think that he is a sleazy, dummy-spitting, little git.”

Abbott then made a personal explanation of his own, saying “The safety net benefit per person in the electorate of the member for Grayndler was $591, the highest in New South Wales…the safety net benefit in the electorate of Sydney was $589, the second highest…the benefit in the electorate of Lowe was $458, the third highest”.

The matter was not further raised at the time, but after the Matter of Public Importance debate, Gillard moved a motion to suspend standing orders which would prevent Abbott from explaining his earlier claim “when this claim is totally untrue”, to correct the “grossly inaccurate and misleading statement”, to “apologise to all Members in this place” and to “apologize to the Member for Grayndler and his constituents”. Gillard also listed the amounts of payments “released by the Minister himself”, that Wentworth received $7.8 million, North Sydney received $7.5 million, Bradfield received $6.9 million, Warringah received $6.3 million; whereas Grayndler received only $3.6 million. She attempted to debate the motion but a gag motion to silence Gillard was moved and won because of Government numbers. Anthony Albanese, the Labor member for Grayndler attempted to second the motion but the gag was moved on him as well. The final vote on the motion was lost 55 to 79.

Scientists say excess cerebrospinal fluid may serve as early sign of autism

In a study that appeared on Monday in Biological Psychiatry, scientists from the Universities of California and North Carolina, with several other universities in the United States and Canada, report a strong correlation between abnormal distribution of cerebrospinal fluid in infants and later development of autistic symptoms.

“The more extra-axial CSF present at six months, the more severe the autism symptoms when the kids were diagnosed at 24 months of age,” said first author Dr. Mark Shen, a postdoctoral fellow at the University of North Carolina.

The study covered 343 children examined aged six months, twelve months, and twenty-four months, 221 of whom had older siblings with autism. Children with higher than usual volumes of cerebrospinal fluid in the subarachnoid space — the area just around the brain — were more likely to be diagnosed with autism later in life, with a strong correlation in the high-risk group. Ultimately, cerebrospinal volume was able to provide an early diagnosis of probably ASD in high-risk children with 70% accuracy. The six-month-old babies who later went on to a diagnosis of autism had an average of 18% more CSF by volume than those who were not so diagnosed. This built on the findings of a 2013 study that covered only 55 children.

Researchers said it is not clear whether a large amount of cerebrospinal fluid actually causes autism or not. While studies have shown that cerebrospinal fluid, once thought to act solely as a cushioner and shock absorber for the brain, can influence the way neurons grow, Shen speculated that the large amount of fluid may itself be a symptom: “We believe that extra-axial CSF is an early sign that CSF is not filtering and draining when it should. The result is that there could be a buildup of neuro-inflammation that isn’t being washed [a]way.”

Currently, coauthor David Amaral said, children are not diagnosed with autism spectrum disorders until they are old enough for their behavior to change, usually at two or three years old. Researchers said these findings could be used to develop an early diagnostic system usable when the patient is as young as six months old.

Another credible source for borrowers in need of mortgage assistance is the Department of Housing and Urban Development. HUD provides complimentary housing counseling to those facing foreclosure; in need of loan modification; or assistance with refinancing home loans.

Commonwealth Bank of Australia CEO apologies for financial planning scandal

Ian Narev, the CEO of the Commonwealth Bank of Australia, this morning “unreservedly” apologised to clients who lost money in a scandal involving the bank’s financial planning services arm.

Last week, a Senate enquiry found financial advisers from the Commonwealth Bank had made high-risk investments of clients’ money without the clients’ permission, resulting in hundreds of millions of dollars lost. The Senate enquiry called for a Royal Commission into the bank, and the Australian Securities and Investments Commission (ASIC).

Mr Narev stated the bank’s performance in providing financial advice was “unacceptable”, and the bank was launching a scheme to compensate clients who lost money due to the planners’ actions.

In a statement Mr Narev said, “Poor advice provided by some of our advisers between 2003 and 2012 caused financial loss and distress and I am truly sorry for that. […] There have been changes in management, structure and culture. We have also invested in new systems, implemented new processes, enhanced adviser supervision and improved training.”

An investigation by Fairfax Media instigated the Senate inquiry into the Commonwealth Bank’s financial planning division and ASIC.

Whistleblower Jeff Morris, who reported the misconduct of the bank to ASIC six years ago, said in an article for The Sydney Morning Herald that neither the bank nor ASIC should be in control of the compensation program.

NSW govt to rebuild high school with private funding

New South Wales minister for Education and Training, Carmel Tebbutt told parliament that Kelso High School, which was destroyed by fire on August 18, 2005 will be rebuilt under the NSW government’s New Schools Public Private Partnerships (PPP) program. Under the program, the bulk of construction costs come from private companies who own the schools for 30 years, after which time they revert to government ownership.

The PPP program began in October 2001. According to the government, 19 schools will be delivered under the PPP program by 2009.

The announcement follows Member for Bathurst, Gerard Martin’s statement to parliament on September 14, 2005 that the government would be rebuilding the school at a cost of $18 to $25 million. “The Government has accepted the responsibility of the $18 million to $25 million to rebuild the school, which is proceeding post haste” he said.

The PPP announcement has been seen as a backflip by the government.

When approached by Wikinews, Brad Hazzard, the opposition’s education spokesperson said that the coalition did not have a formal policy in this area but generally were supportive of the PPP program so long as infrastructure and maintenance are addressed.

Australian Greens education spokesperson, John Kaye, said that problems were already emerging with the PPP program in NSW. In March 2006, it was revealed that the government had to negotiate an exit strategy so that after school hours child care could be provided. In a media release provided to Wikinews, Dr Kaye said, “Yet another flaw in a NSW Public Private Partnership (PPP) has been uncovered. Just like the Cross City Tunnel, the community suffered because the contract failed to protect the quality of service delivery,”

“After numerous complaints from parents, the Iemma government had to negotiate an exit strategy from the contract to provide out-of-school-hours childcare. Corporate giant ABC Learning which had purchased the original provider, Peppercorn, was clearly not interested in the expensive end of childcare”.

Dr Kaye also pointed out that an Auditor general’s report found alarming evidence that the basis for PPP in NSW could be based on unreliable financial models. Dr Kaye said that the Auditor General has “cast a very large shadow” over the government’s claimed savings from the PPP program.

“It appears that the NSW government does not know with any degree of certainty how much it would cost to perform the same function in the public sector. Any attempt to say that private sector control is cheaper is now fraught with danger,”

“The Auditor General’s report proves that the methodology used by the Government to estimate the costs of public sector provision is highly unreliable and suspect” said Dr Kaye.

Both Carmel Tebbutt and Gerard Martin gave no response when contacted by Wikinews.
