Beijing’s utilities are cracking down on manhole cover thefts by removing the incentive to steal them. A pilot program is using a new material with negligible recycling value in over 2,921 installations of various types.

“We are still looking for the perfect substitutes for the manhole covers,” said city spokesman Wang Xin.

Over 240,000 covers were stolen from Beijing’s streets in 2004, nearly half of the 600,000 installations scattered throughout the city.

The high recycling value of the metal used to manufacture the previous models led to a crime wave of thefts, driven by illegal scrap metal dealers who purchased them for approximately US$2.4 dollars.

The covers cost between US$145 and US$182 to replace.

Demonstrations took place across the UK over the holiday weekend, echoing the message personally delivered to Iain Duncan Smith at a Capita-sponsored talk last week. Chants of “Axe, axe, axe the bedroom tax” could be clearly heard throughout Edinburgh’s demonstration. At the end of his minute-long tirade at the Secretary of State for Work and Pensions, Willie Black labelled Duncan Smith a “ratbag”; several people turned up with this printed on their tee shirts.

Wikinews photographed the march from Edinburgh’s St. Andrew’s Square to the Scottish Parliament. Various estimates put the number in-attendance between 1,200 and 1,600.

Other protests took place in London, with an estimated 1,000 at Trafalgar Square and Downing street. Glasgow saw around 2,500 take to the streets. Those demonstrating equated the package of changes that see benefit rises at a below-inflation 1%, and housing benefit cut by 14% for those with one spare room, 25% if they have two or more spare rooms, with the ‘poll tax’ which saw riots in England during Margaret Thatcher’s time as Prime Minister.

Head of the UK’s National Housing Federation David Orr commented: “It’s bad policy, it’s bad economics, it’s bad for hundreds of thousands of ordinary people whose lives will be made difficult for no benefit — and I think it’s about to become profoundly bad politics.”

With the policy coming into effect now, protesters are intent on a “can’t pay, won’t pay” civil disobedience campaign.

Toyota announced on Friday that it will recall around 17,000 Lexus vehicles in response to risks of the fuel tank in the cars leaking after a collision.

The Lexus HS 250h model was subjected to the recall following a US National Highway Traffic Safety Administration (NHTSA) investigation. Despite previously passing Toyota safety inspections, the conclusions of an NHTSA sub-contracted investigator were that; when the vehicles in question collided with an object at more than fifty-miles-per hour, more than 142 grams of fuel, the maximum allowed by US law, leaked from the crashed car.

According to Toyota, further tests did not show any additional failure of the fuel tank.

In response to the findings, Toyota issued a recall of all affected vehicles, since the company had no solution immediately available. The recall includes 13,000 cars already sold, as well as another 4,000 still at dealerships.

Toyota says it plans to conduct further tests to determine the cause of the leak. A Toyota spokesman, Brian Lyons, said that the company was “still working to determine what the root cause of the condition is.” It’s still unclear when exactly the recall will take place, or when dealerships will be allowed to sell this model again. Lyons said that Toyota is “working feverishly to get this resolved as soon as possible.”

Toyota isn’t aware of any accidents stemming from the leaking fuel tank in the affected vehicles, first introduced in the summer of 2009.

Thursday, March 31, 2005A report Tuesday from a United Nations-backed project, consulting more than 1,300 scientists from 95 countries, and written over the last four years, warns that 60 percent of the basics of life on Earth — water, food, timber, clean air — are currently being used in ways which degrade them. Furthermore, fisheries and fresh water use-patterns are unsustainable, and getting worse.

“The harmful consequences of this degradation could grow significantly worse in the next 50 years,” according to a press release from the Millennium Ecosystem Assessment (MA), a massive four-year study begun in 2001.

“We’ve had many reports on environmental degradation, but for the first time we’re now able to draw connections between ecosystem services and human well-being,” Cristian Samper, director of the Smithsonian Institution’s National Museum of Natural History in Washington and a chief architect of the study, told the Christian Science Monitor.

The project’s Synthesis Report, first in a series of eleven documents and published yesterday, explains the objective: “to assess the consequences of ecosystem change for human well-being and to establish the scientific basis for actions needed to enhance the conservation and sustainable use of ecosystems and their contributions to human well-being.”

It then goes on to report on four main findings:

• Changes over the last 50 years to meet rapidly growing demands for food, fresh water, timber, fiber and fuel, have effected substantial and largely irreversible loss in the diversity of life on Earth.

• Net gains in human well-being and economic development are offset by growing costs, in the form ecosystem degradation, the possibility of abrupt and unpredictable ecosystem changes, and worsened poverty for some groups. Unless addressed, these problems will substantially diminish the benefits that future generations obtain from ecosystems.

• Ecosystem degradation could grow significantly worse over the next 50 years, presenting a barrier to meeting UN Millennium Development Goals.

• The challenge of reversing the degradation while meeting increasing ecological demands can be partially met under some scenarios, but only with significant changes in policies, institutions and practices — changes that are not currently under way.

Walter Reid, the study’s director, speaking at yesterday’s London launch of the report said it shows that over the last 50 years “humans have changed ecosystems more rapidly and extensively than in any comparable time in human history.”

“This has resulted in substantial and largely irreversible loss in the diversity of life on Earth,” he said.

It is unclear what this will mean to future generations or the possible emergence of new diseases, absence of fresh water and the continuing decline of fisheries and completely unpredictable weather.

With half of the urban populations of Africa, Asia, Latin America and the Caribbean suffering from several diseases associated with these problems, the death toll is reaching 1.7 million people a year. Entire species of mammals, birds and amphibians are disappearing from the planet at nearly 1,000 times the natural rate, according to the study. Oxygen-depleted coastal waters and rivers result from overuse of nitrogen fertilizer – an effect known as “nutrient loading” which leads to continuing biodiversity loss.

With the United States’ non-participation in the Kyoto Treaty, former U.S. Senator Timothy Wirth, president of this U.N. Foundation, says “U.S. leadership is critical in providing much-needed expertise, technological capabilities and ingenuity to restore ecosystems.

“We can take steps at home to reduce our nation’s adverse impact on the global environment.”

“At the heart of this assessment is a stark warning,” said the 45-member board.

On Friday, a ransomware attack which initially targeted software company Kaseya spread to over 200 companies in the US through Kaseya’s network management software. Huntress Labs, a cybersecurity company, believes that the attack was carried out by REvil, a Russian-based ransomware group, but the US government is not certain who is behind it. Kaseya told its customers to stop using its services when it learned of the attack.

According to NBC News, the ransomware first spread to about 40 of Kaseya’s customers, which are mainly companies that manage Internet services for their customers, some of which manage them for thousands of companies. John Hammond, a security researcher at Huntress Labs, said that “It’s reasonable to think this could potentially be impacting thousands of small businesses”. Kaseya notified its customers of the attack on Friday afternoon and warned them to stop using its services immediately.

The attack is believed to have been carried out by the ransomware group REvil, according to Channel News Asia. Business Insider reported REvil is a Russian-based organization which provides ransomware as a service. BleepingComputer received a sample of the ransomware used in REvil’s attacks and says that they demand USD five million for the ransomed files to be decrypted, though it is unknown if every victim received a demand for that same amount. Fabian Wosar, a CTO at the Emimsoft security firm, said affected customers had received demands for USD 44,999.

Swedish grocery chain Coop was also affected by the attack, and had to close all 800 of its stores because its checkout tills could not process payments due to the ransomware. Therese Knapp, a Coop spokesperson, said: “We have been troubleshooting and restoring all night, but have communicated that we will need to keep the stores closed today”. Swedish company Visma Esscom, which manages servers for businesses, was using Kaseya software, according to Reuters. Railway services in Sweden were also disrupted.

On Saturday, US President Joe Biden directed intelligence agencies to investigate who was behind the attack. He said that “we’re not certain” who is behind the attack, adding “The initial thinking was it was not the Russian government but we’re not sure yet”. The US Cybersecurity and Infrastructure Security Agency stated that it is “taking action to understand and address the recent supply-chain ransomware attack”.

Mount Stromlo, Canberra — This Easter weekend, elite mountain bike riders competed in the Australian 24-hour solo championships at Canberra’s Stromlo Forest Park. Jason English from Port MacQuarie rode 33 laps and won the men’s race. Liz Smith from Wollongong rode 25 laps and won the women’s race.

Races are won by riding the most laps. If two riders complete the same number of laps in 24-hours, the winner is the one who has ridden them in the shortest time.

Riders wear lights on their helmets and bicycles during night laps. Due to the time of year, there is roughly twelve hours of daylight and twelve hours of darkness each day.

The event is a curtain raiser for the WEMBO World Solo 24 hour Mountain Bike Championships, which will be held at Stromlo Forest Park on 12 and 13 October 2013. The race was for solo riders only.

The weekend before, the teams of riders took to the track at the Mont 24 hour race at Canberra’s Kowen forest. With over 3,000 riders participating, it is now Australia’s largest cycling race.

The team version of the race was favoured by the weekend warriors, but also attracted more than a few elite athletes. Laps were ridden in relay fashion: each rider handed over the baton (which looked like a credit card) to another member of the team after riding one or more laps.

The track was in excellent condition, running through the trees. Without steep climbs or overly difficult technical sections, it permitted fast lap times.

No injuries were reported.
